Possible Microsoft Access issue on computer.
Registry values have been edited/deleted/corrupt.
Download this file and install named;
Register File Extensions.exe

Likely a Windows Azure Domain VERSUS Microsoft Access issue.
Common problem found with larger corporations. When connected to the domain, you cannot double-click open an .HLF. When not connected, it works.
NO SOLUTION OTHER THAN USING HYDRALIST TO OPEN THE FILES
Open HydraLIST, click [File|Open] then navigate to the file

In Explorer pick Tools, User Options, File types. Find and pick on HLF. Pick Advance, pick edit The line should end with SLD_PROG.EXE %1 (note there are no quote marks.) Pick Ok,Apply
