Solutions:

Cause:

-You are attempting to transfer your Long Term Authorization when there was none present on the machine.
Solution:

Before Transfering, install a Long term Authorization first.  

If you think you have a working Long Term Authorization but it won't Transfer.   First hit the "Renew Authorization" button.  If that succeeds, you may now Transfer it off of the local machine.
