Cause:

Trying to use the S3D command/raising to 3D gives this error, possibly due to sensitive layers being locked or frozen.
Solution:

Verify layer 0 is unlocked and thawed before creating a system model.  [Thanks Alex O]

Examples of sensitive layers which should not be locked or frozen but not limted to these;

0, DEFPOINTS, HANGERS, HYD, SPRKDAT3, STEEL5

 

Running AUDIT and PURGE won't hurt either
