Cause:

One or more outlets along the listing path are un-listable. 

An example is a POL where the outlet pipe has been disconnected or is missing.

As a result the stocklist will be truncated at that point.  In other words, in the order of the listing tags A,B,C...,L01,L02... the HydraLIST will include all items up to the point of that error and none of the data beyond that so you could wind up with most of a list or hardly any at all.

Solution:

Accept the error and open the HydraLIST.  Read the stocklist, mains first, then lines. 
You will likely be missing multiple main ID's.  In alphabetically order, the first one missing
that was supposed to be there and is not is the culprit.  Return to the model and scrutinize
that 1st missing section of pipe.  Pipe disconnects can be useful in finding a poorly modeled
fitting as the cause of the error.  Fix that fitting and rerun the stocklist.  If no problem fitting are
obvious, you could try placing a stop sign at the very beginning of the path in place of a start tag.
If rerunning the list succeeds then you will have verified that the line in question was at fault and
you can further examine it for defects or list it manually in HydraLIST.
