Enter the Water Supplies screen, the CITY supply is probably setup as 'Supply 1' of eight. Delete the CITY supply and exit the window. Re-enter the Water Supplies window, now the PUMP has now moved up to 'Supply 1'. Re-input the CITY supply as the 2nd entry and the problem should go away.
