The handle associated with the PIPEX block (in 2D) doesn't match the handle of the 3D pipe (HydraPIPE), therefore it can't figure out the value and shows a ?" diameter. Until a better solution is found, the only option is to erase all the pipe dimensions while in 2D and resize the pipe.
