AutoCAD Settings may preclude use of object snaps within hatch patterns.
Solution:

Type in OSOPTIONS and set it to and even number. Type in OSNAPHATCH and set it to 1. This may need to be done in Xrefs individually as well, and they may need to be detached and reattached.
