Solutions:

Cause:

2 of the cores of the processor as well as "hyperthreading" were disabled from the factory in the Bios.

Solution:

In the BIOS enable Hyperthreading and the processor cores. If on a Dell computer, it's possible the Dell Optimizer application may change these settings periodically after Windows updates. It's also happened with AutoCAD requesting the computer to change the BIOS settings.
