Solution:

This error showed up after installing 52.06/53.02. On one computer, after closing AutoCAD then re-opening, it started working fine. On another, shutting down and restarting didn't solve the issue. Another user moved AutoCAD 2016's "Drawing Template Location" off the C:\ drive to a network location and the problem popped up. When it was switched back to the C:\ drive it started working again.
