Duplicate objects are on the drawing and Acad can't write an identical object to the hash table.
The error message should contain a set of coordinates with the location of the item(s) in question. Use the displayed coordinates to find it. Another method is to find the -Persistent Model.DWG file and delete it. The persistent model file cannot be open in Navisworks. A final method is to run the OVERKILL command on the drawing to delete the duplicated items. Make sure to UNCHECK the option for 'end-to-end'. You can leave the check in the last box for "maintain associative objects" if necessary. GAB 9/25/14
