Description:

While attempting to raise to 3D, you get this error message;

Cause:

Possible that some sort of AV / Spam / Registry Watcher is deleting our registry settings and reverting back shortly after updating or installing

Solution:

This has occurred with AutoCAD 2023 and the HydraCAD v57.04 rev1 INSTALL

The end-user then downloaded and ran the HydraCAD v57.04 rev1 UPDATE and the problem resolved itself.
